What we still need from ODF

ODF says it collects county-level monthly average daily population, capacity, head count, percentage of capacity, Huber counts, housing transfers and electronic monitoring, but the 2025 annual report does not publish those county-level monthly rows.

That county-level monthly administrative dataset is the missing bridge for defensible county-matched ADP and utilization comparisons. Until it is obtained, this page will not pretend annual admissions are equivalent to current population.

Family cost of contact

A deliberately partial comparison using only counties with numeric per-minute phone and video rates and no documented free allowance requiring custom modeling. Scenario: 120 phone minutes + 60 video minutes per month. Messages, deposits, taxes, and data-metered plans are excluded rather than guessed.
